Public agencies are required to announce their civil-service openings publicly. The catch was never secrecy — it is scatter. The jobs sit on a dozen official portals nobody taught you to read. Here is each one, verified, with the single process fact that matters most.
The big four
County of Los Angeles
The largest county government in the country, hiring through one portal. Some classes post with a dated filing window; others file continuously and can close without notice — the bulletin says which.

This page lists the doors; it does not list postings, because a posting shown stale is worse than no posting at all.
